Exporting the "ASAN Service" Experience to Caribbean Countries

Between May 25 and May 29, 2025, a delegation from the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan visited Barbados officially, following an invitation from the Office of the Prime Minister of Barbados.

The visit's primary aim was to engage in meetings and discussions focused on the adoption of the "ASAN Service" model in Barbados.

In a meeting with the Minister responsible for public services in Barbados, it was emphasized that one of the government's main priorities is to enhance the public service delivery sector, and there was a strong interest in adopting Azerbaijan's advanced experiences in this domain. Furthermore, the Barbadian side proposed to sign an agreement for the implementation of the "ASAN Service" model in their nation and expressed readiness to sign this document shortly.

A large-scale event was conducted with the involvement of heads of various government agencies and high-ranking officials from Barbados to present the "ASAN Service" model and the innovative solutions developed by the State Agency in public service delivery. Representatives from the Agency provided in-depth presentations on the "ASAN Service" model, the innovative solutions it encompasses, the activities of the "INNOLAND" Incubation and Acceleration Center, and the successes achieved in international collaboration. It was noted that Azerbaijan's best practices are currently being shared with more than 30 countries.

As part of the visit, the delegation also explored the operations of several local agencies in Barbados.

Additionally, the delegation from the State Agency took part in an event titled "The Future of Public Administration: Innovation and Mindset Change for Public Sector Transformation," which was organized by the United Nations Department of Economic and Social Affairs (UN DESA) in collaboration with the Economic Commission for Latin America and the Caribbean (ECLAC). The primary objective was to engage in discussions aimed at enhancing public service delivery in Caribbean nations. Representatives from various states throughout the Caribbean region attended the event.

The Head of the International Relations Department of the State Agency presented an in-depth overview of the "ASAN Service" model, highlighting that this initiative signifies a major reform undertaken in Azerbaijan under President Ilham Aliyev's leadership, and it has achieved considerable public trust.

During the event, discussions were held with representatives from Caribbean countries regarding the sharing of experiences related to "ASAN Service," and potential avenues for further collaboration were explored.
