Results of the “ASAN Service Index” announced
On February 24, 2025, the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan held a presentation on the results of the “ASAN Service Index” for 2024.
In accordance with the Presidential Decree №262 dated September 11, 2014, “On Measures Related to the Establishment of the Electronic Registry of State Service”, the task of evaluating public services based on the parameters constituting the “ASAN Service Index”, as determined by the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan, continued to be implemented in 2024.
The main purpose of this evaluation is to collect and systematize data on state services in a unified source, eliminate duplication in the provision of services, and ensure flexibility in the management of this field through the creation of new types of services, and enhance the capabilities for analysis and forecasting in relation to public services.
In the framework of implementing this task, the State Agency evaluated a total of 300 services in 2024, including 167 services of 37 central executive power entities, 89 services of 23 local executive power entities and 44 services of 15 legal entities.
In accordance with the Detailed Action Plan for 2023-2024 under the “State program on the Socio-Economic Development of the Nakhchivan Autonomous Republic for 2023-2027”, approved by the Order №781s of the Cabinet of Ministers of the Republic of Azerbaijan dated September 15, 2023, the evaluation of state services provided by state entities of the Nakhchivan Autonomous Republic has also been carried out under the ASAN Service Index starting from 2024. 78 services of the total 300 assessed services belonged to 23 bodies of Nakhchivan.
The presentation consisted of two parts. In the first part, a brief presentation was made on the ASAN Service Index evaluation conducted in 2024, and the results were announced. Afterwards, the institutions with the highest performance among central executive entities, local executive entities and legal entities in 2024 were awarded.
The institutions with the highest performance among the central executive power entities were as follows:
1st place: The Ministry of Labor and Social Protection of the Population;
2nd place: The State Migration Service
3rd place: The Ministry of Energy
The local executive power entities with the highest performance were as follows:
1st place: Pirallahi District Executive Power
2nd place: Yasamal District Executive Power
3rd place: Binagadi District Executive Power
The legal entities with the highest performance were as follows:
1st place; “Azerishiq” Open Joint Stock Company;
2nd place: “Azeriqaz” Production Union;
3rd place: State Agency on Mandatory Health Insurance
In the second part of the event, a detailed and interactive presentation of the evaluation results was delivered to the preventatives of state institutions.
